IDAD 
Title I Programs 
The board shall ensure the district’s Title I programs operate in accordance with federal laws and conditions, including implementing the following:

  • The district will establish and operate programs, activities, and procedures for the involvement of parents in all Title I schools that are planned and operated with meaningful consultation with parents of participating children.
  • The district will work with its schools to ensure that required school-level parent and family engagement policies are developed and that each school has a school-parent compact outlining shared responsibilities for improving student academic achievement.
  • The district will incorporate this Parent and Family Engagement Policy into its overall Title I plan.
  • To the extent practicable, the district will provide opportunities for informed participation of parents and family members, including parents and family members who have limited English proficiency, parents and family members with disabilities, and parents and family members of migratory children, including providing information and school reports in an understandable and uniform format, including alternative formats upon request, and, to the extent practicable, in a language parents understand.
  • Parents will be informed of their right to request additional meetings and to provide input if the Title I plan is not satisfactory.
  • The school district will involve the parents of children served in Title I, Part A schools in decisions about how the 1 percent of Title I, Part A funds reserved for parent and family engagement is spent and will ensure that not less than 90 percent of the one percent reserved goes directly to the schools.
  • The school district will be governed by the statutory definition of “parent and family engagement,” and expects that its Title I schools will carry out programs, activities, and procedures in accordance with this definition:
    • Parent and family engagement means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including ensuring—
      • that parents play an integral role in assisting their child’s learning;
      • that parents are encouraged to be actively involved in their child’s education at school;
      • that parents are full partners in their child’s education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child; and
      • the carrying out of other activities. 
  • The school district will inform parents and parental organizations of the purpose and existence of the Kansas Parent Information Resource Center (KPIRC).

The board shall strongly encourage parental involvement in the district’s Title I program.  The superintendent is responsible for administering the district’s Title I program.

Implementation of District-Wide Parent-Family Engagement Policy
The district will adopt and implement a plan to accomplish the required components of this policy.

Annual Parent Meeting
Parents shall receive information about the Title I program, the curriculum, academic assessments, and required proficiency levels, and their right to request additional meetings.  All parents of Title I students shall be invited to the meetings. The board shall designate at least one meeting date each school year to provide parents of Title I students with an opportunity to meet with school personnel in order to participate in the design and implementation of the Title I program.

Annual Evaluation
The district shall conduct, with involvement of parents, an annual evaluation of the contents and effectiveness of this policy and the accompanying plan. The district shall use the findings of the evaluation to design strategies for more effective parental involvement and to revise, if necessary, the policy and accompanying plan.

District-Wide Parent and Family Engagement Plan

Our Commitment to Families
Parent and family engagement has been and continues to be a priority of USD 443 Dodge City Public Schools. Effectively involving parents and families in support of children and their education produces meaningful and lasting results. The district and Board of Education view the education of students as a cooperative effort among schools, parents and families, and the community.

USD 443 Dodge City Public Schools will implement this District-Wide Parent and Family Engagement Plan in accordance with the Every Student Succeeds Act (ESSA) of 2016 and applicable Title I, Part A requirements.

Guiding Principles for Family Engagement
USD 443 recognizes that effective family engagement includes:

  • Ensuring that parents and families play an integral role in supporting their child’s learning and are informed of expectations for their child.
  • Regularly reporting student progress to parents and families in a clear and understandable manner.
  • Maintaining regular, two-way, and meaningful communication between home and school.
  • Welcoming parents and families into schools and seeking their support and assistance.
  • Viewing parents and families as partners in decisions that affect their children and families.
  • Supporting schools in planning and implementing effective parent and family engagement activities that improve student academic achievement and school performance.
  • Building the capacity of schools, staff, parents, families, and the community for strong family engagement.
  • Coordinating and integrating family engagement strategies with other appropriate programs and services.

Shared Responsibilities
USD 443 Dodge City Public Schools Will:

  • Believe that all children can learn.
  • Recognize that the education of children is a shared responsibility of parents and families, school staff, and the community.
  • Provide a well-articulated curriculum for all students.
  • Encourage and support effective instructional practices.
  • Monitor and report student achievement.
  • Provide adequate facilities and learning environments.
  • Encourage and invite parent and community input in district programs and activities.
  • Provide coordination, technical assistance, and other support necessary to assist Title I schools in planning and implementing effective family engagement activities.
  • Develop activities that strengthen the capacity of schools and parents for effective family engagement.
  • Coordinate and integrate family engagement strategies with appropriate programs.
  • Identify barriers to parent and family participation and use evaluation findings to develop strategies for more effective engagement.
  • Involve parents and families in the activities of schools served under Title I.

Teachers and Staff Will:

  • Regularly provide information about student progress.
  • Make learning relevant for all students.
  • Use effective instructional methods and strategies.
  • Provide safe environments for learning.
  • Respect cultural differences among students and families.
  • Maintain high expectations for themselves, students, and others.
  • Establish and maintain effective communication between home and school.
  • Work with parents and families as equal partners in supporting student learning.

Parents and Families Are Encouraged to:

  • Recognize and communicate the importance of a quality education to their children.
  • Communicate regularly with their child’s teachers.
  • Attend parent-teacher conferences and other opportunities to discuss student progress.
  • Participate in building parent organizations, Site Councils, parent advisory activities, and other volunteer opportunities.
  • Attend parent orientations, information meetings, and family engagement activities.
  • Work with school staff to promote lifelong learning throughout the schools and community.

District-Wide Parent and Family Engagement Actions
Involvement in Plan Development
USD 443 will involve parents and families in the joint development, review, and improvement of the District-Wide Parent and Family Engagement Plan by:

  • Holding annual parent input opportunities at Title I schools.
  • Seeking feedback through the Kansas Family Engagement Survey (FES-2).
  • Including Site Council, PTO, and Title I parent representatives in policy review when appropriate.
  • Providing opportunities for Building Leadership Teams and Site Councils to review the plan prior to Board approval.
  • Providing opportunities for parent feedback during annual Title I meetings.

Involvement in District and School Improvement

  • Inviting parents to participate on Site Councils, Building Leadership Teams as appropriate, and in school improvement discussions.
  • Reviewing family engagement survey results when developing district and building improvement plans.
  • Providing opportunities for parents and families to share feedback and suggestions regarding student learning and school improvement.

Coordination and Support for Title I Schools

  • Provide annual Title I training for principals and staff.
  • Provide technical assistance regarding ESSA compliance, parent and family engagement, and required documentation.
  • Support implementation of family engagement activities through district coordination and monitoring.
  • Provide translation and interpretation services for families.

Coordination With Other Programs and Services
USD 443 will coordinate and integrate Title I, Part A family engagement strategies with other relevant federal, state, and local programs and services, including:

  • Bright Beginnings Early Childhood Center and Head Start.
  • Kindergarten Jump Start, parent meetings, and Porch Visit transition activities.
  • Middle school and high school transition activities.
  • Title III, Special Education, McKinney-Vento, migrant, preschool, and community organizations.
  • Sacred Heart Catholic School regarding equitable services when applicable.

Annual Evaluation and Continuous Improvement
USD 443 will conduct an annual evaluation, with parent and family involvement, of the content and effectiveness of this parent and family engagement plan. The evaluation will consider participation, family feedback, barriers to participation, the needs of parents and families in supporting student learning, and strategies for successful school-family interactions.

  • Administer the Kansas Family Engagement Survey (FES-2) annually.
  • Review staff perception information regarding Title I services and instructional implementation.
  • Review participation data, survey results, attendance, and parent feedback.
  • Identify barriers for economically disadvantaged families, multilingual families, families with disabilities, and families with limited literacy.
  • Use findings to revise district and building parent and family engagement plans and improvement plans as appropriate.

Building the Capacity of Parents, Families, and Staff
USD 443 will build the capacity of schools and parents for strong parent and family engagement to support student academic achievement through the following activities.

Assistance for Parents and Families
USD 443 and its Title I schools will provide assistance to parents and families in understanding:

  • State academic standards.
  • State and local academic assessments, including alternate assessments.
  • Title I, Part A requirements.
  • How to monitor their child’s progress.
  • How to work with educators to support their child’s learning.

Activities may include:

  • Annual Title I Parent Information Meetings at each building.
  • Standards-based pacing guides posted on the district website.
  • Family literacy and math events.
  • Parent-teacher conferences.

Materials, Training, and Family Learning Opportunities

  • Family literacy and math events.
  • Monthly newsletters.
  • Open House opportunities at each building.
  • One-on-one parent information meetings for kindergarten families.
  • Bright Beginnings ASQ Parent Information Night.

Staff Training and Professional Development
USD 443 will provide professional development to teachers, specialized instructional support personnel, principals, school leaders, and other staff on how to reach out to, communicate with, and work with parents and families as equal partners; recognize the value of family contributions; coordinate parent programs; and build strong ties between home and school.

  • Professional development opportunities.
  • KSDE Annual Conference participation, as appropriate.

Family and Community Engagement Activities

  • Site Council participation.
  • Community Resources Night.
  • Parent Information Nights.
  • Bright Beginnings kindergarten transition activities.
  • Grade-level transition and parent information activities, including fifth-grade transition activities at middle schools and appropriate high school transition activities.

Accessible and Understandable Communication
USD 443 will ensure that information about school and parent programs, meetings, and activities is communicated in an understandable and consistent format, including alternative formats when requested and, to the extent practicable, in a language parents and families can understand.

  • Use ParentSquare to communicate with families in their preferred or home language when available.
  • Provide translation and interpretation services for parent and family events and meetings.
  • Provide parent liaisons in each building.
  • Utilize community liaisons to support communication and family engagement.

Title I, Part A School Requirements
Title I schools will provide meaningful opportunities for parents and families to participate in their children’s education and in the planning, review, and improvement of Title I programs.

  • Convene an annual meeting to inform parents of the school’s participation in Title I, explain Title I requirements, and explain parents’ rights to be involved. The school will consider convenient meeting times and reliable methods for notifying parents.
  • Offer a flexible number of meetings, including meetings in the morning or evening when appropriate. Home visits may be provided when appropriate and related to parent and family engagement.
  • Provide parents and families of participating children timely information about Title I programs.
  • Provide a description and explanation of the curriculum in use at the school, the forms of academic assessment used to measure student progress, and the proficiency levels students are expected to meet.
  • Provide information about their child’s individual assessment results, including an interpretation of those results.
  • Provide opportunities for regular meetings for parents to formulate suggestions, share experiences with other parents, and participate, as appropriate, in decisions relating to the education of their children.
  • Provide timely responses to suggestions made by parents during parent meetings and other engagement opportunities.
  • If a schoolwide program plan is not satisfactory to parents, provide an opportunity for parent comments on the plan to be submitted to the local educational agency when the plan is made available to the LEA.

National Standards for Family-School Partnerships
USD 443 supports the National Standards for Family-School Partnerships as a framework for promoting meaningful family engagement:

  1. Welcoming all families into the school community.
  2. Communicating effectively.
  3. Supporting student success.
  4. Speaking up for every child.
  5. Sharing power.
  6. Collaborating with the community.

Family Engagement Feedback
USD 443 Title I schools participate annually in the District Family Engagement Survey (FES-2). Families are encouraged to provide feedback about their experiences, needs, and opportunities for engagement. Survey results and other family feedback will be considered when planning and improving district and school family engagement activities.
