Key Components and Functionality

  • Tier 1 (Core Instruction): Evidence-based, school-wide, and classroom-wide, covering all students' academic and behavioral needs.
  • Tier 2 (Targeted Support): Supplementary, targeted interventions (e.g., small group, specialized instruction) for students not responding to Tier 1
  • Tier 3 (Intensive Intervention): Highly individualized, intensive, and long-term support for students with significant academic or behavioral needs.
  • Data-Driven Decision Making: Universal screening, progress monitoring, and diagnostic assessments drive movement between tiers. 

Core Principles and Uses

  • Prevention & Early Intervention: The primary goal is to address needs early to prevent academic failure.
  • Fluidity: Students move between tiers based on data, not fixed labels.
  • PBIS Relation: Positive Behavioral Interventions and Supports (PBIS) is often integrated into the MTSS framework, using the same tiered structure to support social-emotional and behavioral development.
